In order to translate nuclear disaster prevention documents written in Japanese into English, the Basic Act on Disaster Management, the Act on Special Measures Concerning Nuclear Emergency Preparedness, and the Convention on Nuclear Safety were surveyed for corresponding terms in Japanese and English. The survey results were integrated and unified English translations were selected. As a result, a Japanese-English correspondence table of technical terms in the field of nuclear disaster prevention was prepared and proposed.

The Collaborative Laboratories for Advanced Decommissioning Science (CLADS), Japan Atomic Energy Agency (JAEA), had been conducting the Nuclear Energy Science & Technology and Human Resource Development Project (hereafter referred to "the Project") in FY2022. The Project aims to contribute to solving problems in the nuclear energy field represented by the decommissioning of the Fukushima Daiichi Nuclear Power Station (1F), Tokyo Electric Power Company Holdings, Inc. (TEPCO). For this purpose, intelligence was collected from all over the world, and basic research and human resource development were promoted by closely integrating/collaborating knowledge and experiences in various fields beyond the barrier of conventional organizations and research fields. The sponsor of the Project was moved from the Ministry of Education, Culture, Sports, Science and Technology to JAEA since the newly adopted proposals in FY2018. On this occasion, JAEA constructed a new research system where JAEA-academia collaboration is reinforced and medium-to-long term research/development and human resource development contributing to the decommissioning are stably and consecutively implemented. Among the adopted proposals in FY2022, this report summarizes the research results of the "Establishment of 3-D dose dispersion forecasting method and development of in-structure survey using the transparency difference of each line gamma-ray" conducted in FY2022. We realized an electron track detecting Compton camera (ETCC) that can measure -ray images (linear images) with the bijective projection. In the "Quantitative analysis of radioactivity distribution by imaging of high radiation field environment using gamma-ray imaging spectroscopy" (hereinafter referred to as the previous project) adopted in FY2018, the 1 km square area including the reactor buildings was imaged at once.

When radionuclides are released into the atmospheric environment at a nuclear emergency, protective measures such as evacuation and temporal relocation are carried out using motor vehicles such as private cars and buses to reduce radiation exposure to residents. To confirm conditions of contamination for the evacuated/relocated residents and the used motor vehicles, contamination inspection is conducted in the middle of the route from border areas of Nuclear Emergency Planning Zone to evacuation shelters. In the present inspection in Japan, a value of OIL4 = 40,000 cpm is used as decontamination criteria. For the details and derivation methods of the value, however, no official documents are found which give systematically detailed descriptions and explanation. It is also recognized that even few experts on nuclear emergencies can explain these subjects in detail as a whole. In order to explain scientifically and technically the OIL4 value of decontamination criteria used in contamination inspection in Japan, this report aims at investigating and estimating the deviation methods of OIL4, and examining and considering these results. To achieve the objectives, we show the bases for decontamination criteria, and investigate and estimate the derivation methods for limits of a surface contamination density corresponding to the generic criteria for each exposure pathway. Moreover, we give the OIL4 value some consideration and suggestions from a viewpoint of positioning and feature of OIL4 in Japan, and cautionary points at revising the value.

When analyzing samples that contain many radionuclides at various concentrations, such as radioactive waste or fuel debris, it is difficult to apply general spectrum analysis methods and is necessary to chemically separate each nuclide before quantifying it. The chemical separation is especially essential for analysis using a liquid scintillation counter (LSC). In this report, the authors explain the newly developed spectral determination method (SDM) in which the entire spectrum is fitted to quantify radioactivity of nuclides mixed in a sample. By applying the SDM to - and X-ray spectrum measured by LSC and -ray spectrum measured by Ge detector simultaneously, the authors demonstrated that radioactivity of 40 radionuclides mixed in a sample at concentrations varying by two orders could be quantified, which is useful to simplify chemical separation process in radionuclide quantification.

Times Cited Count:0 Percentile:0.01(Nuclear Science & Technology)A novel monitoring method for the quantitative visualization of 3D distribution of a radioactive plume and source term estimation of released radionuclides is proposed and its feasibility is demonstrated by preliminary test. The proposed method is the combination of gamma-ray imaging spectroscopy with the Electron Tracking Compton Camera (ETCC) and real-time high-resolution atmospheric dispersion simulation based on 3D wind observation with Doppler lidar. The 3D distribution of a specific radionuclide in a target radioactive plume is inversely reconstructed from line gamma-ray images from each radionuclide by several ETCCs located around the target by harmonizing with the air concentration distribution pattern of the plume predicted by real-time atmospheric dispersion simulation. A prototype of the analysis method was developed, showing a sufficient performance in several test cases using hypothetical data generated by numerical simulations of atmospheric dispersion and radiation transport.

The following benchmark experiments were selected: JAEA/FNS in-situ experiments, Osaka Univ./OKTAVIAN TOF experiments, ORNL/JASPER sodium experiments, NIST iron experiment and QST/TIARA experiments. These experiments were analyzed with MCNP and nuclear data libraries (JENDL-5, JENDL-4.0 or JENDL-4.0/HE, ENDF/B-VIII.0 and JEFF-3.3). The analysis results demonstrate that JENDL-5 is comparable to or better than JENDL-4.0 or JENDL-4.0/HE, ENDF/B-VIII.0 and JEFF-3.3.

Although Pb has a small natural abundance, it is of importance because it produces the long-lived radionuclide Pb (17.3 million years) by neutron capture reaction. However, it is difficult to measure its cross section by a conventional activation method using a nuclear reactor because the induced radioactivity of Pb is weak. Hence, the cross-section measurement was performed by applying mass spectrometry. This presentation gives the details of the experiment and the results obtained in the neutron capture cross-section measurement of Pb using mass spectroscopy.

To confirm conditions of contamination for the evacuated or relocated residents, contamination inspection is conducted, in which it is important not to spoil its rapidity. In the present inspection, wipers and tires are designated to first measuring parts, and they are basically inspected by persons using GM survey meters. Utilization of portable radiation portal monitors is also being considered for rapid and efficient inspection of motor vehicles. In order to contribute to rapid and efficient operation of contamination inspection, this report investigated conditions of contamination and measures of decontaminations for motor vehicles at a nuclear emergency. Although available documents and information were quite few, results of the investigations described in the related documents were extracted and rearranged according to the objectives of this report. Furthermore, these results were considered from a viewpoint of rapid and efficient operation of contamination inspection.
